Someone tied this binder to the anchor. Why would they do that?

 

It appears there are several choices to be made. I wonder which number for each item is the right choice? These pictures seem familiar. Where have I seen them before?

 

Once you have found all 4 items, you will be able to release the helm to sail away by touching the items in the order they appear from top to bottom. Can you remember where you have seen these pictures before?
